A BILL to amend article twelve, chapter eight of the code of West
Virginia, one thousand nine hundred thirty-one, as amended, by
adding thereto a new section, designated section twelve-a,
relating to authorizing municipalities to permit certain
veterans to park free.
Be it enacted by the Legislature of West Virginia:
That article twelve, chapter eight of the code of West
Virginia, one thousand nine hundred thirty-one, as amended, be
amended by adding thereto a new section, designated section
twelve-a, to read as follows:
ARTICLE 12. GENERAL AND SPECIFIC POWERS, DUTIES AND ALLIED
RELATIONS OF MUNICIPALITIES, GOVERNING BODIES AND 
MUNICIPAL OFFICERS AND EMPLOYEES; SUITS AGAINST
MUNICIPALITIES.
§8-12-12a. Power and authority to provide for free parking for
certain veterans.
Every municipality shall have plenary power and authority to
provide by ordinance for the provision of free parking for disabled
veterans, prisoners of war, recipients of the distinguished purple
heart medal, the navy cross, distinguished service cross,
distinguished flying cross, air force cross, bronze star and silver
star medals and survivors of the attack on Pearl Harbor driving
motor vehicles displaying special registration plates for those
veterans as provided by the provisions of section fourteen, article
three, chapter seventeen-a of this code. Free parking for the
veterans as set forth in this section may not be provided unless it
is specifically authorized by an ordinance adopted by the
municipality.
